FUNCTIONS AND POWERS OF THE MUNICIPAL MANAGER
Accountability:
- Implements Board decisions and functions, answerable to the Board.
- Submits audit reports, annual statements, and abstracts to the Board and residents upon request.
Key Duties:
- Acts on behalf of the Board, executing directives and maintaining relationships with stakeholders.
- Prepares budget proposals, builds strong relationships with community groups.
- Oversees departments, prepares annual activity reports, and manages complaints.
- Acts as ex-officio member of Board committees.
- Submits integrated development plan with supporting documentation to County Executive Committee.
- Manages executive and administrative work of the Municipality.
Specific Powers:
- Supervises departments and enforces relevant legislation.
- Appoints, supervises, and removes Municipality employees.
- Organizes departments, develops administrative structure, and manages budget.
- Encourages regional cooperation and promotes collaboration within the Municipality.
- Performs other duties directed by the Board and delegates tasks while remaining responsible.
